Begin with Stafford County Communications when the receiving jail is unknown. The general sheriff page lists office hours of 8:00 a.m. to 5:00 p.m., Monday through Friday. The county KORA policy separately says requests received after 4:00 p.m. are processed the next business day.

Stafford's fee policy permits actual costs for retrieval, search, review, redaction, duplication, staff time, and other work. Staff time is billed in fifteen-minute increments. The county may give an estimate and require payment in advance, and it lists a $30 returned-check fee. Ask for an estimate instead of assuming a flat photo price.
